Meta Ads Optimization for ₹10-20 Lakh Monthly Budgets: Structure, Creative and Cash Flow
₹33,000–₹66,000 a day can teach a few ad sets, not an enterprise structure. Size them from weekly purchases, then plan creative and the GST that leaves before any credit returns.
- How many ad sets the purchases can feed
- A layout at ₹10 lakh and ₹20 lakh
- Attribution, 18% GST and cash on delivery
Purchases decide the structure
Run only as many ad sets as weekly purchases divided by 75. Use one Advantage+ sales campaign, a spend-capped existing-customer ad set, a small test, and 6–15 new concepts a month. Reset targets for the 2026 windows, and keep cash aside for tax. ₹10 lakh is about ₹33,000 a day and ₹20 lakh about ₹66,000. That is a handful of learning ad sets, not 15. Divide by 75 rather than 50 because cost per purchase usually runs higher during learning. Set break-even ROAS after product, shipping, tax and returns first.
| CPA | Weekly purchases at ₹10 lakh | At ₹20 lakh | Ad sets that can learn |
|---|---|---|---|
| ₹600 | About 390 | About 780 | 5 / 10 |
| ₹900 | About 260 | About 520 | 3 / 6 |
| ₹1,500 | About 155 | About 310 | 2 / 4 |
Meta says an ad set needs about 50 results in the week after the last significant edit to leave learning. Learning limited is not a penalty, though delivery is less stable. Meta lists a small audience, low budget, low bid or cost control, and overlap between your ad sets. Recalculate if cost per purchase moves by more than about a fifth.
At ₹15 lakh a month, about ₹3,50,000 a week, a ₹1,200 cost per purchase over 14 days buys about 290 purchases. Divided by 75 that is 3.9, so three main ad sets. Each needs ₹90,000 a week, about ₹13,000 a day. Three use ₹2,70,000. The remaining ₹80,000 is one test ad set and about 65 purchases. If Diwali, Ramadan or Black Friday lifts cost per purchase to ₹1,800, the budget buys about 195 purchases and only two main ad sets.
Read weekly ad-set spend against the last 14 days’ cost. At 75 or more, stay on purchase and do not touch the ad set. From 50 to 75, merge the weakest into the strongest. Still under 50: optimise only the test toward initiate checkout. In India, compare checkout with purchases first. A gap at UPI or payment means checkout optimisation would reward people who never pay.
The cap you have to rebuild
Advantage+ sales replaced Advantage+ shopping in February 2025. A Sales campaign is Advantage+ when campaign budget, audience and placements are all on that setting. The existing-customer budget cap left in early 2025 and was still gone in an August 2026 check. Practitioners citing Meta’s developer docs replace it with two ad sets under one budget: existing customers with a spend limit, and a prospecting ad set that excludes them. Start the limit at 10–15% and, after two weeks, move it against repeat-order revenue.
At a ₹900 cost per purchase, size the test as that cost times 50 a week. At ₹10 lakh, the sales campaign is about ₹27,000 a day, with one prospecting ad set, one customer ad set, and one test ad set near ₹6,500 a day. Skip a separate retargeting campaign. At ₹20 lakh, the sales campaign is about ₹55,000 a day, prospecting can be one or two ad sets, the customer ad set stays one, and testing is one or two ad sets near ₹11,000 a day. Add a retargeting campaign only if the customer split shows a gap. Do not double the campaign count just because the budget doubled.
Concepts, the 2026 report, and cash
Ship 6–10 concepts a month at ₹10 lakh, about 10–12 at ₹15 lakh, and 15 or more near ₹20 lakh. A new caption is not a new concept. Launch a weekly or fortnightly batch, because a new ad restarts learning, and move winners together. Hold 5–10% of spend for production (₹50,000–₹1,00,000 at ₹10 lakh of media). Retire an ad above break-even for a full week while frequency rises.
On 12 January 2026 the 7-day and 28-day view windows ended. Standard reporting is 7-day click plus 1-day view. In March 2026, non-link actions such as likes, shares and saves moved to engage-through. Meta has not published the drop in reported conversions. Compare 8–12 weeks on the new window with store orders before you reset CPA and ROAS, and watch store revenue divided by all spend.
India’s cash out is about 18% above media until input tax credit returns. Guides say Facebook India Online Services Private Limited adds 18% GST. Confirm the invoice. A foreign biller means 18% IGST under reverse charge. Advertising is generally outside section 17(5) blocked credits. ₹20 lakh of media is about ₹23.6 lakh paid, ₹3.6 lakh of it GST. At ₹10 lakh, about ₹11.8 lakh leaves first. Strip GST, VAT or sales tax from revenue. COD purchases, common in India and the Gulf, are counted when placed, including later RTO, so judge delivered orders.
There is no published “raise budget 20% every three or four days” rule. Significant edits cover targeting, creative, the optimisation event, bids, a new ad, a pause of seven days or more, and large budget moves. Change budget weekly at most, and only when cost since the last edit is on target. A fixed 25% retargeting campaign often rebids on people Advantage+ already reaches. The old shopping API is reported to have stopped creating or editing campaigns in Q1 2026, unconfirmed by Meta. Near ₹20 lakh, if cost rises at every step despite new creative, test another channel or a holdout.
Frequently asked questions
Can a ₹10 lakh monthly budget support an Advantage+ sales campaign?
For most D2C brands, yes. At ₹10 lakh a month and a cost per purchase under about ₹1,200, one Advantage+ sales campaign with a prospecting ad set and a capped existing-customer ad set can collect enough purchases to learn. Keep the rest of the account thin.
How many ad sets fit a ₹10–20 lakh Meta budget?
Divide weekly purchases by 75. At a ₹900 cost per purchase that is about three ad sets at ₹10 lakh and about six at ₹20 lakh. More ad sets split the same conversions until none of them leave learning.
How should retargeting be capped now that the existing-customer budget field is gone?
Rebuild the cap as an existing-customer ad set with a spend limit. Start at 10–15% of campaign budget, then move it in small steps after you compare that spend with repeat-order revenue. Add a separate retargeting campaign only when the split shows a gap.
Why can Meta ROAS fall in January 2026 with no campaign edits?
On 12 January 2026 Meta removed the 7-day view and 28-day view attribution windows, so fewer conversions are reported. Reset targets on 7-day click plus 1-day view and check them against store orders.
How many new concepts does ₹15 lakh a month need?
About 10–12 genuinely different concepts a month, sitting between 6–10 at ₹10 lakh and about 15 near ₹20 lakh. Launch them in a weekly or fortnightly batch so each upload does not restart learning on its own.
Is 18% GST charged on Meta ads in India, and can it be claimed?
Indian tax guides say Facebook India Online Services adds 18% GST on the invoice, or you self-assess 18% IGST under reverse charge if a foreign entity bills you. Check the invoice. Advertising is generally not a blocked credit, so registered businesses can usually claim input tax credit. Confirm with your accountant.
